I can say that it depends on situation. Both sexes has it's own tough on it's way and in different fields.

If you're asking about being physically tough, guys steal the show. However, real toughness is not brawn at all. It's a state of the mind I think.

Neither. Both. That's why equal opportunities and equal rights are such cool things: a person's strength depends on them and them alone, not on a bunch of preconceived ideas.

I think we can't really say who's tougher. It has nothing to do with the gender. It depends on the person's character.
