Obama's Stimulus bill had passed

At work this morning, we were reading the local paper and it was saying that the stimulus bill had passed and that it was supposed to be signed next month. I have one question though, that many people at work are not sure of what this means. My question is what is a tax break to those who fall into the category of a $500 tax break? I have never paid in for my taxes, always got a refund-so what does this mean? I would love to get some thoughts on this.

Sounds like...unless you are getting 100% of your income tax that they withhold from your paycheck back, you may get an additional $500 added to your refund. That's the way I interpret it. I'm hoping that's the way it will work. That would be nice.
