are myLotters from the philippines qualified to accept myLot earnings via paypal

i am quite new to myLot and paypal. as i viewed the earnings page and also the payment information page, it says there that certain countries are not qualified to receive earnings/ payment via paypal. is the philippines one of those countries? are there paypal users here who are still unverified (in other words, you haven't entered your credit card/ bank account numbers yet)? are you receiving earnings from myLot, or is being "unverified" a disqualification from getting myLot earnings? lastly, there is a box in the payment information page asking us if we are US citizens or not. after it is something written in red, asking us to declare under penalties of perjury that if we should only say we are not US citizens if it is indeed the truth. why is this information importnant? what difference will it make if you were a US citizen or not? i have been reading the FAQs, and i even followed the link to the "qualified countries," but it did not link directly to any list of countries. sigh. i feel so stupid for being an ignorant newbie. i will then appreciate any help from more experienced myLotters. :)
