Do people generally mean what they say when they are drunk dail?

Well it has been said that we you don`t have courage you drunk a bit like for exmple if its a singing competition then people say drink and then go so you don`t feel fear. But is that true that when you are drunked what ever one say is truth or else they are just not in their own control that htey just keeping doing what comes in their mind without having any such base.....
