Quest cape

I want to get quest cape as soon as possible but
I don't have skills high enough to do the quests.
I need only 3 more quests to do.
Rocking out (thieving 60/63,crafting 63/66)
While guthix sleeps(herblore 58/65,farming 60/65)
Legacy of seergaze(I have all required skills)
I want to know how to train these skills fast but
I want to spend less then 1-2 millions on them.

Those conveniently work together.
Grow lots of crops , especially herbs that you can use to raise your herblore level. use seeds that you've stolen from Dreynor. You also have the thieving level to steal from the silver stall. Stock up on silver from there to use for crafting.

This is really good combined use of all skills,
but growing things from master farmer from level 58 to 65
(maybe less with some kind of boost) would be too slow
(in my opinion). Thanks for your help.
Now I know why you are ranked 1st in runescape.

Farming is slow, here are a few helpful suggestions for it.
1. wield the falador achevement shield ( level 3 if possible )& the enchanted secataurs ( from fairy tale quest ) whenever your harvesting your crops. At the falador patch the shield will get you extra XP while the secataurs get you extra crops & thus extra XP.
2. Make lots of compost. Every time you visit your patch ( should be in about a 45 minute cycle ) make a load of compost. Store or sell your regular compost. Always use supercompost on your patches before planting crops ( this gives more xp than regular compost & protects your plants better yeilding you more crops ).
3. Summon a compost mound familar. Go to Catherby & use his special ability scroll on the compost bin to make compost. Empty the bin, bank & bring more buckets from the general store to do it again. Abuse your compost mounds special. If his bar runs out start using buckets on him for even more compost ( it will hurt him so don't do it too much , give him time to heal while using the special ). You'll be getting summoning & farming Xp the whole time.
