Easy to write long essay than executive summary

When I was an undergrad doing the 3000 words coursework, always found it harder to write executive summary. Apparently I was not the only one with this problem. Half the class exceeded the word limit and the university statistics showed students who kept to the word limit scored better.
Anyone has any explanation to offer?
