Honest opinion about Random Drug Test for Filipino High School students

As a father of a 12-year old girl who will be high school next year, I want her to be safe from drug addicts and do everything so she won't be tempted to try illegal drugs. The Philippine government through the Department of Health has conducted recently a random drug test to high school students. I think this has a good purpose, if and only if there will be concrete plan for the next activities. There are many questions in my mind that needs to be answered. 1.0 What will they do to a student who is proved to be positive in drugs? 2.0 How about his privacy? 3.0 What about the big time drug lords? 4.0 How will they help students educate further about the effect of drugs? 5.0 How sincere is their goal, and not because election is getting nearer? How about you?
