The minimum payout in neobux differs for second and third and........?

i think that is completely untrue i have been in neo bux but i havent seen it anywhere.the minimum payout is 2$ and after that it increases that is not possible it is there that sometimes payout increases to 3$ but this one i dont know.i havent reached my payout in neo bux that is why i cannot help you with my experience i hope that other people help you out.

This is true. Your first minimum payout is $2, but after each cashout you receive, it increases by one dollar until it becomes $10 and this is where it will stay.

Yes it does differ for the 2nd and 3rd and so on. It goes up a $1 each time until it reaches $10.
