Do you think property restrictions should be relaxed for foreigners ?

A big thing that puts people off moving to the Philippines is land ownership due to not being able to own land as a foreigner. The time ive spent here you get to see a lot of the land is vacant as most people seem to move to the cities for work leaving many farming lots vacant. Wouldnt it be better to loosen restrictions on land laws and allow foreigners to buy these vacant lots to farm and live? Not only does it bring new money to the area but also jobs and helps create crops for the local population.. Currently a foreigner cannot own land without a lot of messing around creating a corporation.
