what is the most populous country that speaks english very well? excluding the US, Great Britain and Australia.

A lot of people in Wales speak Welsh and English, which I think is remarkable. Apart from that, I think maybe France. If you go to France, you will find that most people there can speak English. It makes me think that our country is very arrogant, as we cannot speak many languages, and most people can only speak one. I can speak a fair amount of Spanish, but it still isn't fluent, and I wouldn't be able to have a full conversation with someone who didn't speak any English at all.

in a way i agree that filipinos are arrogant. i don't think though we are really mostly fluent good in english. i think that people or filipinos who are fluent in english maybe in a way that there are more fluent in english like them. but actually is there are more people here who can understand english but find it hard to answer or communicate in english. but what i can say though, most of the people if not all understand english. and most foreigners will nto have a hard time to find to ask questions in english. even illiterate or even those whoa hev not gone to formal school can understand english though they will not be able to reply back in straight english. i do feel too that welsh people speak rather good english. maybe in france too, but i have not been there so i don't know and i don't know any one from that country and so i can't tell if that is really true. but that is not important. the important thing is that i learn how to speak english well soon.

i don't think so. if you are talking about asian countries only. maybe. but there are lots of good english speaking people in India too but there are more who don't speak english at all there. so i can't really say which is better there or here in the philippines in regards to english speaking. it does not matter. cause i think still many asians are not fluent in english including our country. i am not actually fluent in english. sometimes i envy those people from india cause it seems to me that they are more fluent but when i have talked to some indian friend i have know online they said that there are many who does not understand there too so it makes like some what similar to our country too. though many us can understand english but not many of us are really fluent in it. in singapore too, i though most people are fluent but not actually as some online friend from singapore has told me . but what i want to say is that we should not be proud at all cause i think that in worldwide ranking i don't think is on the top list. i admit our education quality is deteriorating and we speak a bad english actually except for those studied well in their school. but not me. for those casual students like me before. we are not fluent in english. but this site has helped in a way that i have learned or able to commenicate better in english but still not that good yet.

Your question was which s the most populous English speaking country. I'd say India which has a population of more than one billion now. However, I don't know what percentage of the population speak English.

It is very difficult to answer your question. It is almost rhetorical. In my personal opinion, communicate is to express and understand. That is good enough. But it would be very interesting to know the answer. Cheers.

Well generally speaking, in Asia Philippines is the only country that can speak English somewhat fluently if not, at least can speak and read English straight. Would say students that came from really good schools are really good at speaking English as their secondary language. I came from a school that most students speak in English instead of speaking our own language. Also the reason why many Call Centers are outsourcing and most of US, and other Western companies put up their own businesses here is because Filipinos are not only hard-working but they are just good with their English. Other Asian countries, like Japan and South Korea are starting and open to learn English and they even come here just to learn the language. I know this cause I teach English as secondary language for 3 years already. So yea I would Philippines would be popular when we talk about speaking not just good English but great English.

Hello rayven00! Since I am from the Philippines so I would love my own. I would say that the Filipino people speak very good in English. Since 1st grade we have been taught English until college and most of our subjects or lessons are written in English except for Filipino subject. That's why educated filipino people knows how to speak english very well.

Hmmm... I don't ant to be bias so I would answer your question in a neutral way. LOL. I think a lot of countries speak good English.
