13 year old become dad

There is the news article that says that a 13 year old boy has fathered a child with a 15 year old girl. What do you think of it? Do you think it's a healthy practice and so we should leave it to individuals to choose at what age they become a father or get married? Or is there something not quite nice about it and so we need to be taking some wise step? NB:It's not to speak ill of the young couple, but to discuss whether this practice is healthy or not.
