Do your neighbors smoke p@t?

My neighbor in this triplex I live in (a large house split into a three bedroom apartment, one bedroom apartment and efficiency) does. And it gives me such a migraine and makes my eyes burn and it smells just awful. I can't lie down with a migraine during the day in a dark, quiet room because I have a toddler and since my husband works nights and sleeps in the morning and is gone the rest of the day I have to be with him all day. And he may sleep better, but I sleep worse, its nice to be able to lie down with migriane but its very hard to then sleep. He was willing to stop burning incense for me which also did this but he won't give on this. He says he needs it to relax or sleep. I can't wait 'till we move! He says I should burn more and had to explain it. I told him I don't burn at all! I love the SW but I think they are more into things like this! Has anything like this happened to you? Someone smoking - anything - or having any habit that affects your health or well being? Were you able to say anything? And if so, did they make any changes?
