What was the TARP money really for?

The CEO of Bank of America announced that the TRARP money wasn't ment to be used to free up lending, but was ment to be used by the big banks to buy up the small ones. Now this is NOT what Paulson and Bush told Congress and the American people. Should Congress ask the CEO's of the banks, that were forced by Paulson to take money, to testify as to what they were told this money was really for. And, should Paulson be charged with lying to Congress? What do you think?
