Why the Chinese members are not allowed?

In some PTCs, in their TOS itself they have clearly mentioned that members from China are not allowed. Some PTCs even the allow the registration of Chinese, they are adding one condition that they have to upgrade to get the Payment. I found in some PTCs, the reason for the above is that they don't know English and also they are cheating the PTCs. If they don't know English, will upgrading be a solution? Why are they asking the Chinese to Upgrade? Are only chines members cheat the PTCs? What do you think about the PTCs such TOS?

I'm not Chinese but I never thought this was fair. They say they have proof most cheating comes from China thus they ban before the problems can start. I just feel bad for the honest people who won't have a chance to join and earn. I think there are cheaters everywhere, I guess just more from China.
