How to punish those scam PTC sites

I mean lets face it everybody when he first thinks about earning online, gets into these so called Paid to Click websites.And there are so many, pushing and popping everyday, I mean coming and dissappearing everyday.Now people get into these sites and work for them, for two months or three months till they get a payout, but they neva get a payout.They wait and wait but neva get a payout.What they get is Scammed. I know you know that there are so many so called PTC websites going around. Now what I wanted to know " Is there no way we can punish these guys". I mean there must be some way of punishing them and helping innocent people from getting scammed.
