whats going on???

i just watched the news and there was a state trooper that was driving a truck and they were wearing a blond wig(it was a guy)and another trooper was riding behind him in a patrol car and the truck was all over the road, and the trooper behind him didn't even try and pull him over(because he knew that he was a trooper and he didn't want to pull one of his own over)and the trooper in the truck was really drunk and he was fired, but whats going on with our police officers today, i mean this isn't the first case like this i saw...and i know that we have really good cops out there but whats with the ones that aren't good? do they not think the laws apply to them? i would like to take this time to thank everyone that has taken the time out of your day to come by and look at my discussion adn hopefully answer, thanks once again for spending your time trying to help me!
