When will I get my Muscle Cuts and shapes?

I have been going to the Gyme for past 4 months. My fat was in acceptable limits and I have reduced some. All I do is weight training and very little cardio. My muscles have become hard and strong but have not shown any visible change. I still have a good amount of fat in my torso. My eating pattern is majority carbs and my weight is pretty stable for 3 months straight. Am I doing sth wrong or should I just wait? Should I increase my Cardio Workouts or include special toning exercises?

it actully depend on your body shape. if you are like skinny built then you won't build them like say some my size. so you want more protain. if you are like a wilder size built. then you want more weights.
but you want to work your way up to heavier weights. the most weight biggier you will get, less weights more cut you will get.
like me i was into weights for years, but my arms never got really big, not like my legs and neck. my lower part of my arms was big as hell.
it take time, and it also depend on your age. so if you are a teen your body might not be done growing.

yeah that what i did work my upper body one day and the next day workl something else
