How do you make money from paid to promote.

I use some get paid for e mails sites and they each have a paid to promote section which pays you for showing the web page to other people.
I was wondering how people make money from this. Is it just by using traffic exchanges or are the other ways of earning from paid to promote?

i join such one site,which pay you for special visitors.it just accept the US and Austrian IPs.payout is $0.1 via paypal.
it seems that you get $0.01 for two visitors from that two countries.
so if you have a lot of visitors,you will earn a lot too.
i am still not reach the payout.

I have tried many ways of making money on the web but I only succeeded in making money by promoting a product as an affiliate. I did emails and other stuff but it seems that it takes forever to make any money at all. Cheers!!
