How can auto theft be a civil matter???

Since when can you have yout personal or business vehicle stolen and the police say they can't do anything about it bc it is not clear cut criminal. It is a civil case and would cost $400 to even file a suit? Theft is theft....is it not????!?!?!!

I personally would force the police to handle this matter. if a car was physcially stolen from you from someone you have no realtions to, it is theft. And therefore should be filed and taken to a court.

Actually, the vehicle is a semi truck.....owned by someone i am very close to. The driver of the truck is the owners bro in law and was fired last week....something about it being family makes it civil.....the idiot is holding it for ransom!!!! the DA will do NOTHING. The truck is used for business, and we cannot put another driver in the truck to make money if it is stolen. I'm just mad about this!!! Laws are made to protect the guilty, not the innocent.
