How exactly does the rating system work?

I've seen some discussions on people rating each other's comments and discussions. What exactly do these ratings do? Does this have anything to do with the number we have when we do an overage on our star? Does that have anything to do with my 92/100?

If they like your comment or post they will give you a plus, your score is determined on the average of positives and negatives. unfortunately some use the rating system to punish you if you think differently than thy do.

The number beside your user name is the number of responses you have made on mylot. The comments and started discussion has nothing to do with this number.
Now, 92/100 is the star rating based on the number of + rating you get for your post. I think there is an average number of + you require to be on the number you are at. Anything less or more will prompt mylot to change it.
