Water Drainage.

My city street has been very poorly planned. There are no city cewer drains until the corners at the begining and end of the blocks. Every single time that there is a heavy rainfall or like this week, the snow starts to melt, the streets become backed up with water. Now I have to ask: If you were a city developer, would you not take street drainage into consideration? What can I do about this problem? Really, I don't want to have to step into ankel deep water everytime that I would like to get into my car. Does this seem like a reasonable problem to you? Or am I expecting too much?
