I heard a rumer that a country is making a black hole

I heard a rumer a country is making a black hole and if it fails the world will end.I thought this was true but then i thought again: Why would a country risk evrything to try and make a black hole.Can you tell me if this is true?

Partially true there is a machine built underground, the Hadron Collider,on the Switzerland France border that imitates the big bang and so worse case scenario has been said that it will lead to the end of the world. It is though basically just a bigger version of a university physics experiment.
