Payment Gateways for Credit Crad Transactions

Have you ever been frustrated with some payment Gateways. Take Pay Pal for example .I am based in South Africa and use pay pal for all my transactions.They take money from my credit card , but won't allow me to withdraw money out my account. They say they are getting around to resolving this issue , but in the meantime I should just leave all my affilate commission in the account until they sort.This may be in a year or two. Or Alternately find someone I can trust in the USA and ask them to hold onto the commissions until i need to withdraw from their credit card( what planet are these people on). South Africa is the superpower of Africa with one of the most sophisticated banking systems in the world , so what is the problem? Can anyone help me here.
