I don't have access to air duster (a can of compressed air) in my area. I had an idea to use a rubber air blower for cleaning in my dusty pc motherboard. Is it okay? Does the air from the rubber blower have any static charge??

It is okay to use a rubber air blower for computer motherboard cleaning. It does not have static charge.Even one of my friend uses it in the company to clean motherboards. Most of the problems in the computer come by dust. There are static charged rotating dusters that operate on battery. You can use it to clean the external parts of the computer.
