How do I know The Program Can be expressed as a scam or not??????

Hi..recently I follow a PTR program, where money is that we can arouse the $100 click ads. Only the cashout of $100.000 is not that great is not it??. My problem is I'm afraid the program is a scam or not. What is a good way to find out how the program can be expressed as a scam or not??
What's your opinion..

It based on member's complaint or report about any site that didn't pay. Finally, they list down that site under boycott list.
