How to send US Pensioner's investment monies overseas?

On behalf of our family friend, I would like to seek your inputs on her current situation. She is a US Pensioner for more than 10 years now since she had been badly injured at her work. Few years back, she sold out her investments (bonds, stocks, etc) garnering her huge amount of money (all cash at hand not deposited in any bank). Now that she's not getting any younger, she decided to retire permanently in the Philippines instead (loving the way of life out there :)However, she would like to know what is the best and safest way for her to send or bring her monies out of US without any legal hiccups and all. Your replies are greatly appreciated. In advance, thank you all for reading my post.
