Confusing e-mail conversation I had with ReviewStream - What are they saying?

ME: If someone lost their account but submitted new reviews under a different e-mail OR changed their IP address, would it be acceptable?
THEM: Why are you asking this question?
ME: Because you say nothing about it in your rules. Wouldn't you prefer me asking you first instead of going ahead and trying it out myself?
THEM: We wouldn't.
ME: Ok, just so I understand. You wouldn't prefer me asking if its okay to do those things but to go ahead and do it just as long as I don't screw up with you guys again. That's what you're saying in otherwords right? I just wanna make sure i'm on the same page with you guys, that's all.
THEM: So did you screw up with us before? What was your account name?
ME: It was under (insert email here). So what are you saying exactly?
THEM: We are not interested in cooperation with you.
ME: Right... I *GET* that part. But you're not answering my question: If someone like me submitted new reviews under a new email or IP address, would it be acceptable? Yes or no. I'm just looking for a straight answer.
And they haven't replied yet since that. Ok, so what do you think they are implying here? I really wish they would have said more than just "We wouldn't", what kind of stupid response is that? We wouldn't what? Jeez! These guys are weird. But as far as "We wouldn't" is concerned, do you think my interpretation was correct?
Mind you, I submitted a brand new review under a totally different email and it was accepted and paid for $2.00. So...? I mean I don't know about the email part. But let's say I did both: Changed my IP AND my email, even if it was against the rules, there's no way they would know anyway.

It seems that you brought something up to them that hadn't considered and that I be my bottom dollar, that it will be added to a revised TOS. Wanna be that if they do find your account that you will be banned? They will rationalize it as somethng that you did wrong and therefore you are banned.

Ok, but if you changed your IP ADDRESS, there's NO way that they would know. Don't you get it? Changing the email is one thing, but changing that IP address would completely mask who you are, don't you see?
And what did you think they meant by "we wouldn't"?

Also...
If you notice in their FAQ, the last question says:
17. I have several accounts with you. Can my accounts be merged?
Answer: No.
So I'm assuming that means they're implying its ok to have several accounts but cannot be merged? Right? I mean if they didn't allow you to have more than one account, wouldn't the answer be like "No. And multiple accounts are not allowed." ??? But they didn't say that, they just said that No they cannot be merged.

What programme is this...There are somany scams here...don't believe in anything..thoroughly check it out...They will not pay..i joined many sites and only some payed money..so beware of scams..I think this is also a scam...Did you got any payment...

They wouldn't like it and it's against their rules. But they have no way of enforcing it. I assume Review Stream is touchy about revealing too much info to what appears (to them) to be someone who could be trying to game the system, so they're not giving you straight answers.
