How to improve the child that is in borderline intelligence?

Yesterday, I went to meet the psychologist with my brother for psychometry test,doctor told me that his brain is retarded and is in borderline...so can anyone tell me how I will improve him at least to make him realise his responsiblity for himself and understands the life?
