When is it the right time to say i love you?

when is it the right time to say those three words "i love u"!i have always wanted to know when is it the right time to say those special words to that special someone!i know many people have their own time but sometime you ask yourself is it to early to say it!is it the right time and is your partner ready to hear these words and will they say it back!Is the guy or girl ready to say it and who will say it first,the guy or the girl!
i was wondering what do you guys think?

say it when you feel it. its always nice to hear "i love you". if u know the person is not on the same level then i would save it because u dont want to creat an akward moment.

If you love someone, there is no too early or to long to say I love You. If you feel it, then say it. But nowadays, saying i love you is not a guaranty that they mean it. I know someone, she have several boyfriend and she told everybody i love you. Lots of time that i know somebody saying that world and yet he didn't mean it.

most guys say it just before he wants her to take off her clothes ;) but seriously they are special words and say it when ever you fell it what ever you do try not to waste the moment .. i mean don't say it in passing .. say it only if you truly mean it and do not say it because you want to hear the words in return ... use the words as they are intended and that is to show someone how much you appreciate they are part of your life and that they have touched you deep inside :)
