Shorter or longer experienced workers?

I'm planning of establishing my own business inline of selling 2nd hand and car swapping.What if there were two people applying for the managerial position both are qualified but the other has longer experienced.who will u hire? would you hire the one with longer experience or the one with shorter experience? any suggestions?
