Frame breakers?

What are frame breakers and I have seen in their TOS of some PTC sites, that we should not use it. What does it do actually and is it harmful to our computers?Or the the PTC sites. Or for what it is used?

framebreakers makes the computer slow. It is comparable to a game with 60fps but stuff that takes a great deal of specs such as bitcomet and limewire slows the game by 30fps.
