Did the United States lift the sanction on Cuba yet? Can a regular U.S. citizen travel to Cuba for tour purpose? Or we simply can't go there due to the political reasons.

Unless you have close relatives in Cuba you cannot travel there for touring. You can, however, go there for education purposes or if you are a member of a religious group or any other charity, go for charitable purposes. Also, if you are in the agriculture business or medical field you might be allowed to go for business purposes because the United States does trade with Cuba food and medicine.

You can always go in a round about way. Fly to a neighboring country then buy a ticket to Cuba and ask them not to stamp your passport. It's not legal, but it's done and the government closes their eyes if you are discrete. They don't make any effort to find out.

No, the sanctions are still in place. Hopefully President Obama will finally repeal the embargo. Cuba is a great place to visit.
