Should police Always shoot to Kill?

A man was in the middle of the street weilding a knife but had not harmed anyone and police shoot and kill him because he did not put the knife down and a witness said the man appeared to be stumbling forward before they shot him. Four officers opened fire killing the man. Did they have to kill him or could they have only injured him to stop him? And why did all of them have to shoot?
