IS YOUR Pomeranian extremely attached???

My pom is really clingy and of course when dogs have some sort of problem i always think is the owner's fault (unless is something medical of course) and in the past I've indulged his "clingyness" but now im slowy trying to remove that from him, i dont pet him when he's excited and i dont reinforce bad behaviors, does anybody have any suggestions that can help me?
