Cheat or unemotionality??

Few days ago ,i was on the way back to my company ,a middle-aged woman stopped me,she told me that her friends had suffered an accident and she now had no money go to hospital,so she needed some money to get a taxi .Oh i got it !She was asking me for money!I measureed her ,she looked normal and i can't saw a little worry form her eyes,a deep voice form my heart:she cheat me!I had heard may cases about strangers cheat money form people.So ,i told her i had no money and walked away.And behind me there were many people looked us like saying something about what.. Does she really cheat me ?? And earlier before,i met a young disabled man at the station,he hold a iron cup to ask money from people.Now he moved to me ,people who in front of me gone away without gave money ,he used his cup touched my legs ,i wanted to give him some but his action and his gloating smile maked me change my mind,i walk away like most people...a question come from my heart:am i unemotional? So many "vagrant",so many "wretch" on street,do they cheat us??we do not want to be cheat,so we refuse to "hlep",do we phlegmatic?? This phenomenon is challenging my sympathy..Friends,how do you think??
