is good time to buy some shares now

just ask guys for advice here. is good time to buy some shares now with recent shares price dropping down. i think some shares price are lower enough such as banks share, so just want to invest some money to hold it hand until the price goes up . i live in ireland , so i'm going to buy bank of ireland shares which under a euro now . anybody can gives advice ,thanks
