What exactly is a hooka shop?

My daughter and son in law went to one last week. She says it's just a place to smoke a non addictive, relaxing, whatever it is.....I'm wondering. Is this right? Or is it just another place to legally do things that are illegal otherwise?

what they were smoking was tabaco mixed with fruit pulp its called sheesha once again your daughter was not lying to you :]
