If students in one class / school are not pass the exam, not the ability of students to be the cause. Education system and the ability of teachers in the classroom / school, is remarkable. In this case students become 'victims'. Because I have not heard about the court hearing that teachers do not educate clever, or about the education system is wrong.

I believe that I am a bit confused about what you are trying to say. But fault shouldn't be placed on anyone or thing but rather a direction into improving any issues within the educational system. Unfortunately the heads are not doing a very good job (in US) since the US has low math scores compared to other countries and so to remedy the situation, rather than teach in a manner that the nation can understand, they shortened the math books and cut out fundamental lessons. So sad. In a Chicago, rather than improve taste scores, they shut down schools and place them in more successful schools which lead to overcrowding and no improvement for the displaced students who have to travel long distances just to go to school. The Education Board need to get the nation's priorities straightened out.

I mean, in the education system, students are always the injured party. But other factors should be involved is responsible, such as teachers and school systems. If the student does not pass the exam, I rarely hear the teacher or the system as the cause. In fact, parents send their children to school to become educated smart.
