Is Cash 4 offers a Scam Site or Not...

I joined this site a few months ago and i was searching the web one day and came upon some complaints about cash4offers not paying its members when they reach cashout they give them lame excuses about not reading the terms and conditions or that they didn't complete certain offers to quailfy for payout.Is anyone here a member of this site or has anyone heard of problems about this site?
