now I am using the plan in which my connecting speed is limited to 512kbits/s and I have no problem at all when I connect to local websites but when I connect to the websites overseas I could not smoothly streaming even audio clips most of the time. I wonder if I could do it smoothly if I use the service plan with no connecting speed limit from the ISP?

You can try to use connection teaming with failover. It combines two different connection line into one line. Since your current connection is good for local websites, i suggest you choose different ISP which good for international websites if you want to make a connection teaming. Please note it doesn't mean it accumulate your bandwidth but it will choose which connection is good for your online needs.

I have paid a visit to the failover and made a download there but I can't find any exe files in the folder I downloaded and have no idea who does it work. do you think if I connects to international websites through a proxy could get a faster connecting speed?

It happens in many places dude. When you go for high resolution sites and sites with high graphics (like HD pictures, flash, animations and so on), it will take too much of time to load. Audio / Video clips eat more bandwidth. Contact your srevice provider and change your plan to some higher connection speed. This is the best thing you can do.

thanks for the reply dude. I am considering about having the plan with a higher connecting speed limit. but I am not sure if it would solve the problem or not and if not that would be a waste of money. with the current plan I am using, it is good enough for streaming audio clips from local websites and it only has problems with connecting the websites from servers overseas. I am not sure after switching to a plan say with unlimited connecting speed my pc can also get connected to servers overseas faster. for instance, say currently I connect to an oversea website with the speed of 200kbits/s. and since I haven't used all the bandwidth yet, will it improve the speed connecting to it after I using a plan with faster or non limited speed?

You can still view youtube clips without any intervention at 512kbps, but for other sites, you will need a 1-1.5 mbps connection. This is because they generally stream their content at high speeds only. Using a unlimited plan may be a bit costly you just need to switch to higher speeds and may not need an unlimited one.
