I've never heard of that myself. I don't think cooking them would be very healthy though and I've only assumed they don't taste good alone. Of course to each their own and I'm sure that without being cooked the celery leaves has it's own healthy benefits. Many items that have something you need to peel is healthier with the peel. Potatoes for instance are supposed to be healthier with the peel, cucumbers as well.

Celery is healthy too.
As well as potatoes and cucumbers, you can add carrots to that list. carrots lose their nutrional value if peeled and not used immediately.

We use the bagged baby carrots here, we don't usually get the bigger ones that need to be peeled, etc.

I use them fresh and chopped finely as garnish, just as one would use parsley of cilantro. If I am making cream of celery soup, I save them, especially, because they have all the flavour of fresh celery and, in fact, most of the goodness.
If you cannot get cilantro, celery tops are, in fact, a very close substitute (though a little milder) and could be used in exactly the same way.

I use the celery leaves. I sliced into into tiny pieces and put it into stir fried noodles as it adds flavor. You may also try it.

Oh gosh I never throw them away!
I use them in soups and sauces and as garnishes.
If I have any left over celery leaves I chop them up finesly and freeze them and then I have them handy for when I need them without having to buy some specially.
