How do you get refferals here?? Which methods work to bring refferals?

I'm fairly new here at my lot and am wondering which is the best method to use to refer people here? I mean referrals that will actually participate in my lot? I have refered a number of people but so far only one actually signed up. I would like to know which are the best methods that have worked for you so far? Plus I'm not quiet sure how to do any tasks.. I mean I go to the task page but it's always empty. Do I wait for tasks or do I start my own task? I'm not clear on that so would appreciate help from you experienced my lotters.. Thank you.
