Here is a story about a petition to do just that to a Louisiana Congressman.

Apparently it has to be done on the state level so I'd assume the actual process and requirements vary from state to state, although it concerns federal officials. Here's the last sentence of the article I linked to above:
"The group of ministers who filed the petition want to make sure that he faces a recall which could be a very daunting act, if not impossible act in Louisiana based upon the state’s history."
I take it it's not an easy thing to do, at least in Louisiana. There are probably lots of Congressmen and Senators who are relieved about that right now.

Well it appears that you get some federal prosecutors to trump up some charges and present false and made-up evidence against them and convict them of something they didn't do just as they are up for re-election. That, apparently, is what was done to that Senator in Alaska.
