what are your expectations from a pastor? Is his responsibility confined to giving sermons during sundays? I believe it's more than that. He needs to minister to every member in a personal way. I appreciate if a pastor makes it a point to shake hands with every member, and finds time to chat with them after church. The gesture is personal and the pastor can just realize how much it means to a person.
