Were you born on a military base outside of Canada (or your state)

Canada

I was born in Germany on a canadian base and came here when I was 3 1/2 and have had nothing but problems when filling out forms. They don't consider me a canadian citizen here and they always ask me for my papers, or my citizenship card, neither of which I have or get. I have tried, but in order to get a citizenship card I have to have a slip of paper that I never did have. I was put on my mothers passport, nothing else. So, even now life has been fairly difficult because of this. I was just wondering if anyone else has had this problem?
