highways & roads VS health

I was watching the news the other week and The Government of the Philippines updated the budget for 2009. The Health Department was not included as HIGH priority. The Department of Public Works and Highways was @ the number 1 slot. In every Juan Dela Cruz, the allotted health budget everyday is at 0.83centavo a DAY. That amount can't even let you pay for an aspirin. I just can't understand that the Highways and roads and all that is far more important than the health of every Filipino. What can you say about it? Building roads and highways will be Nothing if the people who builds and uses them are sick. I just don't understand. Priority should be at Education, Health, and other more important stuff.. What do you think?

What he said :P Government officials target projects that are actually visible to more people. Roads are HIGHLY visible. It doesn't matter if you live there or not, you pass by places and when you see contractors working late at night you tell yourself, "finally, something good from my tax money". But what about Education and Health? There isn't enough publicity involved. What if they invested on Education. The project was able to put more people through high school and then through college. Then they realize how corrupt the government is. They stop voting for certain officials - education is a double edged sword and our government fears it. Thanks for the response on my discussion!

the officials are more care about their management grades,health secure will not reflect their achievements,in this recession period,goverment is focusing on how to save the economic I guess,but in a long view,I think the priority should be at Education,health and helping the poor to survive
