Paypal chinese account. How to receive money from abroad?

Hello mylotter. I'm facing a problem with paypal. I've tried to send to a chinese people some money via paypal. I got a message that this person can't receive money from abroad due the chinese paypal rules. I asked to the person and got and answer that says that yes, chinese paypal members can't get the money from abroad. I saw lot of chinese members here in mylot, in several PTC sites, and on ciao too. I suppose they should beable to receive payments via Paypal from these sites. And these sites are sending funds from abroad china. I'm wondering how they can do that. How do you chinese members receive funds from abroad if you're chinese and your chinese paypal can't receive money from abroad? Could you tell me how to do? I need to send this person some money using paypal. BTW can you tell me also, once you've the money on the paypal account, how can you cashout there in china?
