Is Wordpress a CMS? If it is (well, it behaves like one), it might be the best. It is surely the best blogging platform (though others like blogger better), but the best part about it is that it can be extended by the thousands of plug-ins on the net, and can act as your own website. It doesn't need to be a blog to use Wordpres (though it is the main purpose of Wordpress).

Depend on purpose, so here are some of my favorite Open Source CMS (Content Management System) For build company, organization, or any site that needed multi author and more capability to modified, i choose Joomla. But Joomla not efficient for blogging, enough for e-commerce . For blogging for sure Wordpress For e-commerce i choosing Open Cart if want to instan build, or Magento for more features. Joomla with Virtuemart also good. All CMS above is Open Source, for an in-house development for sure thats depend on each developer.

I've experimented with 3 or 4 CMS programs and by far I believe Joomla is the best and also provides the best support due to its acceptance.
