Why do People prefer certificates gotten abroad, to that from their country?

Organizations nowadays, prefer degrees gotten from abroad................. they can go as far as denying an applicant with degree gotten from the country, and employing that with a foreign degree. and in a situation whereby the person with the foreign certificate is working in the same office, and at the same rank, the person with the foreign degree will be promoted, and the other wont be. Now tell me, Is it that the organizations feel that their country cant produce better products, or that they do it to encourage people to school outside? It's really becoming so sickening, as most of our youths will do anything to study abroad. And that includes stilling..........................
