In the sentence "The landowner would forgo all rent during the renovation period and revise the lease to permit rental to quality subtenants and bank financing for part of the building improvements", are the two words "rent" and "rental" here synonymous, meaning " the amount of money paid for using a property?

rent is what you pay per a certain period of time to live somewhere
rental is the act of renting,or being able to lease a place.
